I don't think it's garou. Comments seem to reference "God" from Homeless Emporer's flashback in 111, and the black box is compared to the one in Tornado's flashback.

I reread this chapter after my brother said something. Didn’t even realize what happened to Sweet Mask. I think injuries in manga are always so crazy and no one ever dies that I never think anything of it. Have to say though, don’t see how he possibly could’ve survived that Lolol
