Peak is the wrong word. Think back to God's Valley. How many absolute killers were there. These were all guys gunning for the top and it took a while for Roger to come out on top.

Luffy and the Straw Hats are now rivaling the top guys after only 3 years at sea.

I think the older generation had tougher guys. It's like the NBA in the past compared to the NBA today. They were hard ass men back then.
